Excom Chair’s Message

Dear Colleagues,

The well-documented capital investment needs to improve the condition of the existing water and wastewater systems are slowly registering with the public and government officials alike. A documentary being currently produced by the Penn State Public Broadcasting will go a long way to further educate the public on the need for investing in our infrastructure. Great opportunities are in the works for the pipeline industry and I am very excited to play a small role in paving the way for this bright future.

I will have the honor to serve as the Chair of the Pipeline Division Executive Committee (EXCOM) this year. The Pipeline Division activities have traditionally been focused on the needs of pipeline engineers and we will continue to build on this noble tradition in the coming years.

I would like to take this opportunity to thank Dr. Tom Iseley, our immediate past Chairman, under whose leadership the Division thrived.  In addition to our successful annual conference in Chicago this past August, our achievements in the past fiscal year included:

Ø       Completion of  Manual of Practice (MOP) on Pipe Bursting

Ø       Workshop on Pipe Bursting

Ø       Research and Technology Transfer Symposium

This year, the Division continues working on a number of on-going projects as well as kicking-off several new initiatives. I will provide you with a brief description of our new initiatives:

Ø       EXCOM recognizes the need to enhance the communication channels among the Division’s leadership, technical committees and members at-large. While the web technology is a powerful communication tool, we have not been able to fully utilize this tool in the past due to difficulties in surfing the ASCE website. I am pleased to announce the inauguration of a new website for the Division that allows quick access to the Pipeline Division conference information, and committee web pages on the ASCE server. I invite you to try the new website at www.pipelinedivision.org.

Ø       With the aging of the baby boomers, the membership of our division is also aging. EXCOM has recognized this trend and is instituting a program to attract and train younger members for leadership positions, and implement succession planning strategies to ensure the Division’s activities will continue at a healthy pace well into the future.

Ø       With the recent growth of the pipeline industry, EXCOM recognizes the need for a journal devoted to the pipeline issues. We are currently in discussion with ASCE leadership and staff to explore the options for achieving this goal.

Ø       Finally, EXCOM established an Exploratory Committee to investigate the feasibility of the Pipeline Division to become an ASCE institute. As you may know, ASCE currently has seven technical institutes that enjoy a large degree of autonomy. The Exploratory Committee’s report, when available, will be shared with the Division’s membership.

Conference News

The Pipeline Division Conference Scheduled for Boston in July 8– 11 2007.

The Pipeline 2007 Conference Organizing Committee, under the leadership of John Struzziery, P.E., and Tim Stinson, P.E., both of S E A Consultants Inc.   is well underway with the planning for the Boston conference.  Conference theme is “Advances and Experiences with Trenchless Pipeline Projects”.

The committee has received and reviewed more than 175 technical abstracts for the conference. 

Conference topics include:

  • Evolution of products or processes in new construction and renewal methods
  • Future of Trenchless Technology
  • Case Studies – Trenchless Successes
  • Pipeline Asset Management
  • Lessons Learned in Trenchless Applications
  • Permitting Considerations
  • Training and Certification Programs
  • Project Planning, Design and Construction
  • Project Constructability Considerations

Technical Program is co-chaired by Lynn Osborne (losborn@insituform.com) and Mo Najafi (najafi@uta.edu).  Randy Robertson (rrobertson@cyntechcorp.com) is international coordinator; Robert Carpenter (rcarpenter@oildompublishing.com) is heading up publicity and marketing.  Irene McSweeney Woodfall (woodfallim@bwsc.org) and Stephen McKelvie (mckeelvie@pbworld.com) are handling arrangements for local activities.  Conference manager is Elaine Watson, ASCE, and Conference Director is Amanda Rushing, ASCE.

The conference hotel is the new 793 room Westin Boston Waterfront Hotel located in the Seaport District of Boston.  The Hotel offers panoramic views from every room of the harbor and city skyline.  The hotel is located less than 3 miles from Logan International Airport.  Persons planning on attending the conference should book their hotel room early to insure availability.  Reservations can be made through www.asce.org/conferences/pipelines2007 and click on the hotel page link.  Telephone reservations can be made by calling Reservations at 800-937-8461. Events being planned for the Boston conference include a Pipe Ramming workshop on Sunday July 8 from 1 p.m  to 5 p.m. This workshop ramming session will present the recently published ASCE Manual of Practice for Pipe Ramming Projects.

A workshop on Plastic Pipe Design Concepts for Water Systems based on the new AWWA M55 Manual will be conducted on Sunday July 8 from 8 .m. to noon. This workshop will assist municipal and consulting engineers in designing and installing polyethylene pipe for water systems. The workshop presenters are the authors of the manual and will be able to share their expertise with the attendees. 

A workshop on Pipeline and Manhole Coating and Lining Systems will be held Sunday July 8 from 8 a.m. to 10 a.m.  This session will cover applicability, selection, use, inspection and performance of coating and lining systems for concrete infrastructure. 

Also on Sunday July 8, from 10 a.m. to noon, a workshop will be conducted covering Emerging Concepts for Design of Pipeline Renewal Systems.   This workshop will cover the issue of current state of knowledge vs. design methods for pipe rehabilitation liners.

A two part workshop on Standardizing Asset Management and Repair for Municipal Infrastructure will be conducted on Sunday July 8  from 1 p.m. to 5 p.m.  This workshop will look at organization of new standards development activity on watershed infrastructure asset management and will also include standards meeting of  ASTM Committee F36 on Technology and Underground Utilities focusing on installation of fiber conduit in existing sewers.   

On Monday, families and guest can partake of a Trolley Bus Tour of Boston.  The tour, which will run from 9:30 am to 3:30 p.m., will include narrated tour of Boston including Old North Church, USS Constitution –Old Ironsides, Boston Common, and Faneuil Hall.    Included in the tour will be shopping stop at world famous Filenes Basement-the country’s oldest off-price shopping venue, lunch in the Italian neighborhood of the North End and a visit to Cheers Bar-home of TV’s  Sam Malone, Norm Peterson and Cliff Claven. This is an event that your family and guests will not want to miss.  

A New England clambake will be held at the New England Aquarium located on Long Wharf on Tuesday July 10 at 7 p.m. to 11 p.m.  The aquarium contains over 70 exhibits featuring aquatic animals from around the world and is highlighted by a 200,000 gallon ocean tank.  The clambake will be held outside the aquarium overlooking Boston Harbor.

A technical tour of the Massachusetts Water Resources Authority Deer Island Wastewater Treatment Facility is also being planned.  The $3.8 billion facility serves 43 communities in the Greater Boston area and can handle up to 1,270 mgd of wastewater.  Effluent from the plant is pumped to outer Boston harbor via a 90.5 mile long, 24-foot diameter outfall tunnel.  The technical tour is scheduled for Wednesday July 11 from noon to 4 p.m.

No-Dig Conference

The  Town and Country Resort in San Diego, California, will host  the North American Society for Trenchless Technology annual No-Dig Show on April 15-20, 2007.  The conference committee has received a record number of 182 abstracts and accepted 112 for the technical presentations of the program.  The conference will also host an array of highly specialized seminars.  Included in this year’s program will be a Spanish-speaking short course on “Introduction to Trenchless Technologies”.  A one-day seminar on pressure pipe design sponsored by the International Society of Trenchless Technology (ISTT) is also planned.

Publications

The Pipe Bursting Task Committee has completed the ASCE Manual of Practice – MOP 112- Pipe Bursting Projects. The MOP is available for purchase from ASCE Publications.   A  Pipe Bursting Workshop based on the MOP is scheduled in conjunction with Pipeline 2007 Conference to be offered on Sunday, July 8.

Civil Engineering Magazine- If you have a pipeline research, design or construction project which would be of interest of Civil Engineers around the world, you should consider submitting a paper for publication in the Civil Engineering Magazine.  With a readership of more than 170,000 Civil Engineers around the world, projects which present fresh ideas and new technologies are being sought by this monthly journal.    Publication information and guidelines can be obtained at www.pubs.asce.org/authors/ceauthor.html.

      Stephen D. Bechtel Pipeline Engineering Award

To recognize outstanding achievements in pipeline engineering, the Bechtel Foundation donated funds to support this award in honor of the contributions made by Stephen D. Bechtel, F.ASCE, to the engineering profession and for his noteworthy advancements in the design and construction of pipelines throughout the world. The award was established by the Board of Direction in October 1970.

The award consists of a plaque and a certificate.

I. The award is made annually to a member of the American Society of Civil Engineers who has made a definite contribution to the advancement of pipeline engineering, either in research, planning, design or construction. Any of these contributions may be made either in the form of papers or other forms of written presentations, or through outstanding performance or specific and noteworthy actions which have served to advance the art, science and technology of pipeline engineering.

II. Not more than one award of the prize is made each year unless the achievement upon which the award is based is considered to be the joint contribution of more than one person, such as the joint authorship of a paper. In such cases duplicate or multiple prizes will be awarded. No one shall receive the honor more than once.

III. Each Section and Branch and Technical Division Executive Committee shall be entitled to enter the name of one nominee annually. These names, and supporting documents, will be assembled by the Executive Director and referred to the Executive Committee of the Pipeline Division.

IV. The Executive Committee of the Pipeline Division shall recommend the recipient, if any, to the Executive committee of the ASCE Board of Direction for final action.

V. The award consists of a plaque and certificate, suitably inscribed with the name of the recipient and circumstances of the award.

To nominate, submit the following:

  • A cover letter, signed by the nominator
  • An Official Award Nomination form
  • The nominee's CV or biographical information
  • Two or three letters of recommendation

Electronic submissions are encouraged to awards@asce.org by November 1. Paper submissions are also accepted, in which case one copy of the complete nomination package should be received by the Honors and Awards Program at the ASCE headquarters: 1801 Alexander Bell Drive, Reston, VA 20191-4400.
